There is no code signing yet, so Windows may warn you at install. It looks like this:

Run the file. A couple of minutes, no admin rights needed.

Connect the catalogue
Paste the catalogue address in settings and other people's skills appear.

Point it at a folder. Nothing outside it is ever touched.

It is early
SkillTree is being built right now. It changes most days and a lot is still missing. You will find rough edges.
Here is what we are working on: a review step for what people publish, a way to warn you if a skill you installed turns out to be bad, code signing, and operating systems other than Windows.
What we do promise: nothing is written outside the folders you register, everything installed can be taken back out, and you see what a skill reads and writes before it goes in.
